Before you can file Form I-765 with USCIS, your Designated School Official (DSO) must recommend you for OPT in SEVIS and issue an updated I-20 with the OPT endorsement. This step is entirely in your school's hands, and it is often the biggest bottleneck in the entire OPT process. Understanding what your DSO needs, how long it takes, and what to verify on the finished I-20 can save you weeks of stress.

What Is an OPT-Endorsed I-20?

Your I-20 (Certificate of Eligibility for Nonimmigrant Student Status) is the foundational document of your F-1 status. When you apply for OPT, your DSO must update your record in SEVIS (the Student and Exchange Visitor Information System) to reflect the OPT recommendation. This update triggers the issuance of a new I-20 with the OPT details printed on page 2 in the "Optional Practical Training" section.

This OPT-endorsed I-20 is a required document for your I-765 filing. Without it, USCIS will reject your application. The I-20 also serves as the starting point for your 30-day filing deadline — once your DSO makes the SEVIS recommendation, the clock starts ticking.

When to Request It: 2 to 3 Months Before Graduation

Most international student offices recommend initiating the OPT request 2 to 3 months before your program end date. Here is why:

DSO processing time varies widely, from a few days at small colleges to 2 to 4 weeks at large universities, especially during the spring peak season (March through May).
You need the OPT-endorsed I-20 in hand before you can prepare and file your I-765.
The earliest you can file the I-765 is 90 days before your program end date, so getting the I-20 around that time is ideal.
If your DSO finds an issue (wrong program end date, missing coursework, holds on your account), you need time to resolve it.

Practical tip: Check your school's international student office website for their specific OPT request deadlines. Many schools impose internal deadlines that are weeks before the USCIS deadlines. Missing the school's deadline does not waive the USCIS deadline — it just means you have less time.

What Your DSO Needs From You

While every school's process differs slightly, most DSOs will ask you to provide the following:

Internal OPT request form: Most schools have their own form (paper or online) that collects the information the DSO needs to make the SEVIS recommendation. Check your school's international student portal.
Copy of your passport: Biographical page, valid for at least 6 months beyond your requested OPT end date.
I-94 Arrival/Departure Record: Download your most recent I-94 from i94.cbp.dhs.gov.
Current I-20: Your most recently issued I-20. The DSO will use this to verify your program information.
CPT records: If you previously used Curricular Practical Training (CPT), your DSO needs to know the dates and whether it was part-time or full-time. Full-time CPT totaling 12 months or more makes you ineligible for OPT.
Desired OPT start date: You need to tell your DSO when you want your OPT to begin (see next section).
Degree completion confirmation: Some schools require a letter from your academic advisor confirming you will complete all degree requirements by your program end date.

Choosing Your OPT Start Date

For post-completion OPT, you choose your start date within a specific window:

Earliest possible start date: The day after your program end date. If your program ends May 15, the earliest OPT start date is May 16.
Latest possible start date: 60 days after your program end date. If your program ends May 15, the latest start date is July 14.

Trade-offs to Consider

Starting early (day after program end):

Maximizes your 12 months of work authorization
Your 90-day unemployment clock starts on this date, whether or not you have a job yet
Your EAD may not have arrived by this date due to 3-5 month processing times

Starting later (closer to the 60-day mark):

Gives you more time to receive your EAD before your unemployment clock starts
Delays the start and therefore the end of your 12-month OPT period
May make cap-gap timing more complex if pursuing H-1B

Most students choose a start date close to their program end date to maximize the 12-month work period, accepting that they may burn some unemployment days while waiting for the EAD. However, if you do not have a job lined up, a later start date can buy you breathing room on the unemployment limit.

The 30-Day Filing Deadline

This is the most commonly missed deadline in the entire OPT process, and it catches students off guard every year.

Per 8 CFR 274a.12(c)(3), once your DSO enters the OPT recommendation into SEVIS and issues your new I-20, you have exactly 30 calendar days to file your I-765 with USCIS. The 30-day count starts from the date the DSO makes the recommendation in SEVIS, which is printed on your I-20.

If you miss this 30-day window, the OPT recommendation becomes invalid. Your DSO must cancel it in SEVIS and re-enter a new recommendation, and the 30-day clock resets. Verifying Your OPT-Endorsed I-20

When you receive your new I-20, do not just file it away. Review every detail carefully:

OPT recommendation section (page 2): Verify that it shows the correct OPT type (post-completion), your requested start date, and end date (12 months later).
Program end date (Item 5 on page 1): This must match your actual completion date. If it is wrong, your entire filing window calculation will be off.
Major field of study: Must match the degree you are completing. This is the field your OPT employment must be related to.
Level of education: Bachelor's, Master's, or Doctorate — must be correct.
DSO signature and date: Your DSO must have signed the I-20. An unsigned I-20 will be rejected by USCIS.
Your signature: Sign the student attestation section on page 1 in ink before submitting copies to USCIS. You must sign every I-20 you submit.
Personal information: Name, date of birth, country of citizenship — all must match your passport.

If anything is incorrect, contact your DSO immediately to request a correction. A corrected I-20 resets the 30-day filing clock from the new recommendation date.

If Your DSO Is Slow

DSO turnaround times vary significantly:

Small colleges (under 500 international students): Often 1 to 5 business days.
Mid-size universities: Typically 1 to 2 weeks.
Large research universities (5,000+ international students): Can take 2 to 4 weeks, especially during peak spring filing season.

If your DSO is taking longer than expected:

Follow up politely but firmly. Send a follow-up email referencing your submission date and asking for an estimated completion date.
Escalate if necessary. If you are approaching the 90-day-before filing window and still do not have your I-20, ask to speak with a supervisor or the Primary DSO (PDSO).
Document everything. Keep email records of your submissions and follow-ups. In rare cases where DSO delays cause you to miss filing deadlines, documentation is essential if you need to request an exception.
Check for holds. Some schools will not process OPT requests if you have outstanding library fines, tuition balances, or other administrative holds. Clear these before submitting your request.

Remember that your DSO is often handling hundreds of OPT requests simultaneously, especially in April and May. Starting early is the single best thing you can do to avoid timing problems.
