Optional Practical Training comes in two distinct forms: pre-completion and post-completion. Both draw from the same 12-month pool of OPT eligibility per degree level, but they have very different rules about when you can work, how many hours you can work, and how usage at one stage affects the other. Choosing incorrectly — or using pre-completion OPT without understanding the trade-offs — can significantly reduce your post-graduation work authorization.

The Two Types Defined

Pre-completion OPT is employment authorization used before you complete your degree program. You apply for it while still enrolled as a student and use it to work in a position related to your major during or between academic terms.

Post-completion OPT is employment authorization used after you complete your degree program. This is the standard OPT that most F-1 students think of — the 12-month work period after graduation that serves as a bridge between student life and sponsored employment.

Both types require USCIS approval via Form I-765 and result in an EAD card. Both require employment to be directly related to your major field of study. And both draw from the same 12-month total at each degree level.

Pre-Completion OPT Rules

Eligibility

You must have been enrolled full-time for at least one full academic year (two consecutive semesters or three consecutive quarters) before applying.
You must still be enrolled in and actively pursuing your degree.
The employment must be directly related to your major field of study.

Work Hours

While school is in session: Maximum 20 hours per week (part-time only).
During annual vacation or official school breaks: Full-time employment (more than 20 hours per week) is permitted.

How Time Is Counted

This is the critical detail most students do not realize until it is too late:

Part-time pre-completion OPT (20 hours/week or less): Each 2 days of part-time work counts as 1 day against your 12-month OPT total. In other words, part-time work deducts at half the rate.
Full-time pre-completion OPT (more than 20 hours/week): Each day counts as a full day against your 12-month total.

Example: If you use 6 months of full-time pre-completion OPT during summer breaks, you will only have 6 months of post-completion OPT remaining. If you use 6 months of part-time pre-completion OPT during the academic year, only 3 months are deducted, leaving you 9 months of post-completion OPT.

Application Process

The I-765 filing process is the same as post-completion, but you use eligibility category (c)(3)(A) instead of (c)(3)(B). Your DSO must still recommend you in SEVIS and issue an OPT-endorsed I-20.

Post-Completion OPT Rules

Eligibility

You must have completed your degree program (or be within 90 days of your program end date at the time of filing).
You must not have used 12 months of OPT at the same degree level previously.
You must apply before the end of the 60-day grace period following your program end date.

Work Hours

Minimum 20 hours per week (part-time is acceptable, but must be at least 20 hours).
Full-time employment is permitted and typical.
Multiple part-time positions are allowed, as long as each is related to your major and total hours meet the 20-hour minimum.

Duration

Post-completion OPT lasts 12 months minus any time used for pre-completion OPT at the same degree level. If you never used pre-completion OPT, you get the full 12 months.

Unemployment Limit

During post-completion OPT, you have a maximum of 90 days of unemployment. This clock starts on your OPT start date and runs whenever you are not employed. Exceeding 90 days of cumulative unemployment is a violation of your F-1 status. For details, see our OPT unemployment rule guide.

Pre-completion OPT does not have a comparable unemployment limit because you are still an enrolled student.

Application Timeline

You may file your I-765 no earlier than 90 days before your program end date and no later than 60 days after. The eligibility category is (c)(3)(B).

The Trade-Off: Pre-Completion OPT Reduces Post-Completion OPT

This is the single most important thing to understand: pre-completion and post-completion OPT share the same 12-month pool at each degree level.

Here are concrete scenarios:

No pre-completion OPT used: You get a full 12 months of post-completion OPT.
3 months of full-time pre-completion OPT used (e.g., one summer): You get 9 months of post-completion OPT.
6 months of full-time pre-completion OPT used (e.g., two summers): You get only 6 months of post-completion OPT.
12 months of part-time pre-completion OPT used: 6 months are deducted (half-rate for part-time), leaving you 6 months of post-completion OPT.
12 months of full-time pre-completion OPT used: You have zero months of post-completion OPT remaining. You cannot apply for post-completion OPT at all.

For most students, post-completion OPT is far more valuable than pre-completion OPT. Twelve months of full-time post-graduation work authorization is your primary window to gain professional experience, prove your value to an employer, and secure H-1B sponsorship or another long-term visa.

When Pre-Completion OPT Makes Sense

Despite the trade-off, there are legitimate situations where pre-completion OPT is the right choice:

You have a specific opportunity that requires OPT authorization. Some internships, research positions, or cooperative education programs require work authorization that CPT does not cover.
You have exhausted your CPT eligibility. If you used 12 months of full-time CPT, you are ineligible for OPT entirely. But if your program does not offer CPT or you have used CPT for a different purpose, pre-completion OPT may be your only option for work experience before graduation.
The part-time deduction makes it acceptable. If you only work part-time (20 hours/week) during the academic year, the half-rate deduction means the impact on your post-completion OPT is relatively modest. For example, one full academic year (9 months) of part-time pre-completion OPT only deducts 4.5 months from your post-completion allotment.
Financial necessity. If you need income to support yourself during your studies and on-campus employment is not available or sufficient, pre-completion OPT provides a legal way to work off-campus.

When Post-Completion OPT Makes Sense

For the vast majority of F-1 students, preserving your full 12 months of post-completion OPT is the optimal strategy. Here is why:

It is your primary path to U.S. work experience after graduation. Post-completion OPT is when most international students build their professional careers in the U.S.
Employers expect it. Many employers hiring international students plan around the 12-month OPT window (or the 36-month window for STEM OPT). A shorter window makes you a less attractive candidate.
H-1B timing depends on it. If your employer plans to sponsor you for an H-1B, you need your OPT to last long enough to cover the period between graduation and the H-1B start date (October 1). A shortened OPT period can create a gap.
STEM OPT extension eligibility requires it. To apply for the 24-month STEM OPT extension, you must have active post-completion OPT. If your post-completion OPT is too short, you may not have time to apply.
CPT is usually a better option for pre-graduation work. If your academic program offers CPT (Curricular Practical Training), use that for internships instead. CPT does not reduce your OPT time (unless you use 12 months of full-time CPT, which makes you OPT-ineligible entirely).

Can You Do Both?

Yes, you can use both pre-completion and post-completion OPT. However, the combined total cannot exceed 12 months at the same degree level. There is no way to get more than 12 months of standard OPT per degree (the STEM extension is separate and only applies to post-completion OPT).

If you move to a higher degree level (e.g., complete a bachelor's degree and then enroll in a master's program), you receive a new 12-month OPT allotment at the new degree level. Pre-completion OPT used during your bachelor's program does not affect your master's-level OPT eligibility.

Decision Framework

Ask yourself these questions:

Is CPT available for this opportunity? If yes, use CPT instead and preserve your OPT.
Do I absolutely need to work before graduation and CPT is not an option? If yes, consider part-time pre-completion OPT (half-rate deduction) to minimize the impact.
How much post-completion OPT time can I afford to lose? Calculate the exact deduction and consider whether the shorter post-graduation window still meets your needs.
Am I in a STEM field? If you qualify for the 24-month STEM extension, a slightly shorter initial OPT period may be less impactful since you can extend to a total of 36 months.
What is my long-term immigration plan? If you plan to pursue H-1B sponsorship, ensure your remaining post-completion OPT is long enough to bridge to an October 1 start date.

For most students, the answer will be to save all 12 months for post-completion OPT. Use CPT for pre-graduation work experience, and keep your full OPT allotment for after you graduate.
