SSN for OPT Students and CPT Workers

October 27, 2026 · 23 min read

SSN for OPT students and CPT students is a payroll and tax requirement, not the source of work authorization. An F-1 student can start paid work only after the correct immigration authorization is active, such as CPT on the Form I-20 or an OPT EAD whose start date has arrived. A pending Social Security Number does not cancel that authorization.

The practical problem is payroll. Many HR teams, payroll vendors, and onboarding systems ask for an SSN before a student has one. Social Security Administration guidance allows employers to hire and pay foreign workers who have applied for an SSN but have not received the card yet. The employer can complete payroll setup with the SSN pending and correct wage reporting later.

Fast answer: CPT students usually apply after CPT is approved on the I-20 and near the CPT start date. OPT students usually apply after receiving the EAD and after the EAD valid-from date has arrived. You may start work without the physical SSN card if your CPT or OPT work authorization is active and your employer completes Form I-9 with acceptable documents.

What does this guide cover?

Is an SSN the same as F-1 work authorization?

No. An SSN identifies a worker for wage reporting and tax administration. It does not authorize employment by itself. A student with an SSN still cannot work unless the student has valid F-1 employment authorization for the specific job or type of work.

For CPT, the work authorization is the Designated School Official approval recorded on the Form I-20. For post-completion OPT, the work authorization is the Employment Authorization Document, also called the EAD or Form I-766, and the student cannot begin work before the EAD start date.

The distinction matters because payroll teams often treat the SSN as a gate in their onboarding software. The legal question is different. The employer must verify identity and work authorization through Form I-9. If the student presents acceptable I-9 documents and the CPT or OPT authorization is active, the missing SSN should not block the start date.

SSA Publication EN-05-10107, Foreign Workers and Social Security Numbers, states that a worker does not need an SSN before starting work, although the employer must report wages after the number is issued. The IRS also states on its page Delays in issuing SSNs to aliens by the Social Security Administration that delays in SSN issuance do not make otherwise lawful employment invalid.

If you are still choosing between CPT, pre-completion OPT, and post-completion OPT, review Avisa's OPT vs. CPT guide for F-1 work authorization. This SSN guide assumes you already know which F-1 work option applies and focuses on the Social Security, payroll, and onboarding steps.

When should CPT students apply for an SSN?

CPT students should apply after the DSO has authorized CPT in SEVIS and issued a Form I-20 showing the employer and training details. The Social Security office needs the CPT authorization printed on the I-20. A job offer alone is usually not enough for an SSN application if the CPT has not been approved by the school.

SSA updated POMS RM 10211.255, Evidence of Curricular Practical Training for an F-1 foreign student for an SSN card, on 12 Aug 2025. The update confirms that the Form I-20 employment page is acceptable evidence for CPT when it shows the employer name, employment location, CPT start and end dates, and whether the training is full-time or part-time. The same SSA section also confirms that an EAD is not required for CPT students applying for an SSN.

Many schools limit how early you can apply. The University of Florida International Center states in its F-1 Social Security application process that students may apply no more than 30 days before the employment or training start date. Your school may use the same 30-day rule or a similar campus policy, so check your international office before visiting SSA.

What if CPT starts soon?

If your CPT starts in less than two weeks, do not wait for the SSN card before coordinating with payroll. Book the SSA appointment or visit the local SSA office as soon as your CPT I-20 is issued. Then send payroll a receipt or confirmation that you applied, if available. SSA and IRS guidance permits the employer to hire and pay you while the SSN is pending, as long as your CPT start date has arrived and your I-9 documents are acceptable.

How the 2026 CPT clarification affects SSN timing

SEVP Broadcast Message 2608-02, dated 24 Aug 2026, tightened school review of CPT eligibility. USC Office of International Services summarized the message in its Important Update Regarding Curricular Practical Training, explaining that CPT must be an integral and required part of an established curriculum that applies to all students in the program, domestic and international. The same update states that CPT authorizations will be issued only when the practical training is a degree requirement for graduation.

This affects the SSN process because SSA will look for valid CPT authorization on the Form I-20. If the school has not approved CPT, the SSA office cannot fix the problem. The first step is always CPT approval through the DSO. If your program has changed its CPT policy since the 24 Aug 2026 SEVP message, ask your DSO whether your internship still qualifies before you promise an employer a start date.

CPT can also affect later OPT eligibility. ICE explains on its Practical Training page that 12 months or more of full-time CPT makes an F-1 student ineligible for OPT at that education level. If you are planning both CPT and OPT, track full-time CPT carefully and read Avisa's guide to Day 1 CPT rules and USCIS review before choosing a program that relies heavily on practical training.

When should OPT students apply for an SSN?

Post-completion OPT students should usually apply for an SSN after the OPT EAD is approved, the physical EAD has been received, and the EAD valid-from date has arrived. Some students request an SSN as part of the Form I-765 application, but many still need to follow up with SSA if the card does not arrive or if they did not request one on the I-765.

The University of Michigan-Dearborn Office of International Affairs tells OPT students in its While You Are On Optional Practical Training guidance that they may apply for the SSN after the EAD valid-from date. That timing matches the core rule: the student must be eligible to work before applying for a work-based SSN.

If your EAD has arrived but the valid-from date is next week, wait until that date unless your local SSA office gives a written instruction to appear earlier. Applying too early can lead to a denial or a return trip because SSA must verify that your immigration status and work authorization support SSN issuance.

OPT start date and SSN timing are connected

Your OPT start date affects when you can work, when unemployment days begin, and when the SSN application becomes practical. If you have not yet chosen an OPT start date, review Avisa's OPT start date after graduation guide before filing Form I-765. A student who chooses an early OPT start date but has no job may begin using unemployment days earlier. A student who chooses a later start date may have to delay paid work even if the job offer is ready.

For SSN purposes, the EAD date is the key date. An employer cannot make OPT work lawful by saying the SSN is pending. The EAD must be approved, the card must be in hand for I-9 purposes in most practical onboarding settings, and the EAD valid-from date must have arrived.

What about STEM OPT?

Most STEM OPT students already have an SSN from the initial OPT period. If you do not, the same OPT logic applies: you need valid work authorization evidence and an active employment authorization period. STEM OPT adds school and employer reporting duties, but it does not create a separate SSN category.

If you are moving from initial OPT to STEM OPT, payroll should keep using the same SSN. Your action items are the Form I-983, E-Verify employer requirement, and reporting deadlines. Avisa covers those timing rules in STEM OPT reporting requirements and deadlines.

What documents do CPT and OPT students need for the SSN application?

Bring originals whenever possible. SSA offices commonly reject copies that do not satisfy identity or immigration evidence rules. Requirements can vary by fact pattern, but the following checklist covers the usual documents for F-1 CPT and OPT students.

Documents for both CPT and OPT students

  • Completed Form SS-5. SSA lists the Social Security card application and evidence rules on its Learn what documents you will need to get a Social Security Card page.
  • Valid passport. The passport should be unexpired. If your passport is close to expiration, renew it before the SSN appointment if timing allows.
  • F-1 visa stamp, if applicable. A visa stamp can expire while you remain in the United States in valid F-1 status, but many school checklists still tell students to bring it as part of the identity and status packet.
  • Most recent I-94. Download it from the Customs and Border Protection I-94 website before the appointment. Check that it shows F-1 and D/S.
  • Current Form I-20. Page 1 should be signed by the DSO and the student. For travel signatures and school processes, follow your DSO's local rules.
  • Proof of job or paid training, if your school or SSA office asks for it. Many schools require an offer letter before issuing CPT or an SSN support letter for campus employment.

Extra documents for CPT students

  • CPT-authorized Form I-20. Page 2 should show the employer name, employment location, employment start date, employment end date, and whether the CPT is part-time or full-time.
  • DSO signature. SSA POMS RM 10211.255, updated 12 Aug 2025, states that page 1 of the Form I-20 must be signed by the DSO and that scanned, digital, or digitally reproduced physical signatures are acceptable.
  • Offer letter, if required by your school. USC Office of International Services lists SSN employment letter details such as job title, hours per week, and supervisor contact information on its Social Security Number guidance pages. If your school has a template, use it exactly.

A CPT student does not need an EAD for the SSN application. If an SSA clerk asks for an EAD, politely point to the CPT authorization on the I-20 and, if needed, reference SSA POMS RM 10211.255 by title and date. Many front-desk issues are resolved when the student can identify the exact SSA section that covers CPT.

Extra documents for OPT students

  • OPT EAD card, Form I-766. The card should be approved and the start date should have arrived before you apply.
  • OPT I-20. Bring the I-20 that recommended OPT and any later updated I-20 from your DSO.
  • Job offer letter, if available. A job offer is not always required for post-completion OPT SSN issuance, but it can help with school or local office questions. It is also useful for payroll setup.

Keep copies of every document you submit or show. If SSA must verify your status with DHS, having a clear record of the documents presented helps you follow up if the card is delayed.

Can OPT or CPT students start work without an SSN?

Yes, if the student has valid work authorization and the employer completes Form I-9 properly. The SSN is required for wage reporting, but the absence of the number does not make the employment unlawful when the student is otherwise work-authorized.

SSA states on its Employer Responsibilities When Hiring Foreign Workers fact sheet that employers may hire foreign workers who have applied for an SSN but have not yet received it. The same SSA fact sheet explains how employers should handle Form W-2 when the SSN is pending.

For CPT, you can start only on or after the CPT start date printed on the I-20 and only for the employer, location, hours, and dates listed. If your CPT is approved for 20 hours per week at a specific employer, a second employer or a 40-hour schedule is not covered unless your DSO issues the correct CPT authorization.

For OPT, you can start only on or after the EAD valid-from date. A pending OPT application does not allow paid work. A job offer does not allow work. An SSN does not allow work. The EAD controls the start of post-completion OPT employment.

What employers can and cannot do

An employer can ask whether you have an SSN for payroll reporting. The employer can ask you to apply promptly if you are eligible. The employer can ask you to provide the number once SSA issues it.

An employer should not tell you that federal law requires the SSN card before your first day if your work authorization is active and your I-9 can be completed. Some companies have payroll software that requires a number in a mandatory field. That is an internal system issue, not a federal immigration rule. Payroll can use the temporary reporting options described by SSA and correct the record later.

If your employer is new to hiring F-1 students, send them Avisa's OPT guide for students and employers along with the SSA employer fact sheet. If the company also asks about long-term visa planning, Avisa's database of companies that sponsor H-1B visas can help you compare employers that have handled immigration processes before.

How should payroll handle a pending SSN?

Payroll should create a compliant process for the pending period rather than delaying lawful wages. SSA gives employers a direct method for W-2 reporting when the worker has applied for an SSN but has not received it.

SSA's Employer Responsibilities When Hiring Foreign Workers fact sheet states that if the employee applied for an SSN but has not received it by the time Form W-2 is filed, the employer may enter Applied For on a paper Form W-2. If filing electronically, the employer may enter zeros in the SSN field. Once the employee receives the SSN, the employer should file Form W-2c to correct the record.

IRS Publication 15 for 2026, Circular E, Employer's Tax Guide, tells employers to ask employees for an SSN and to correct incorrect name or SSN information through the W-2c process. An Individual Taxpayer Identification Number, or ITIN, should not be used in place of an SSN for a worker who is eligible for an SSN because of work authorization.

What happens to paychecks while the SSN is pending?

The employer should still pay wages for work performed. The student should complete the tax and payroll forms the employer requires, such as Form W-4, state withholding forms, direct deposit authorization, and any company onboarding forms. If a payroll system refuses to process the employee profile without a nine-digit number, HR should contact the payroll vendor or use the vendor's foreign worker pending-SSN procedure.

Students should avoid entering a fake SSN, a friend's SSN, a random number, or an ITIN in the SSN field. Bad data can create tax mismatches, W-2 corrections, and identity problems. If a field is mandatory, ask HR to mark the SSN as pending and document that you have applied or will apply as soon as eligible.

What happens after the SSN card arrives?

  1. Give the SSN to payroll using the company's secure process. Do not email a photo of the card unless the employer has a secure upload method and specifically requests it.
  2. Confirm that payroll updates the employee record for future pay periods.
  3. Ask whether a Form W-2c will be needed if any W-2 was filed with Applied For or zeros.
  4. Check your name format. The name in payroll should match SSA records as closely as possible.
  5. Keep the SSN card in a safe place. Do not carry it daily.

If wages were paid before the SSN arrived, the employer may need to correct wage reporting. This is routine. The correction does not mean the employment was unlawful.

How does Form I-9 work if the SSN is pending?

Form I-9 verifies identity and employment authorization. It is separate from the SSN card application. Many F-1 students complete I-9 with a foreign passport, Form I-94, Form I-20 with CPT authorization, or an EAD for OPT, depending on the work category and the employer's I-9 process.

For OPT, the EAD is the main employment authorization document. For CPT, the Form I-20 with CPT authorization is central to the work authorization evidence. Employers should follow current I-9 instructions and, if using E-Verify, the E-Verify rules that apply to SSN timing.

A common issue is confusion between the SSN card and the I-9 document list. An unrestricted Social Security card can be a List C document for some workers, but F-1 students often do not use an SSN card as their main proof of work authorization. The card itself usually has a restriction legend such as Valid for work only with DHS authorization. That phrase means the student must have separate DHS work authorization, such as CPT or OPT. It does not mean the SSN card blocks work while the number is pending.

If your employer's I-9 team is unsure how to process F-1 OPT or CPT, ask for review by the company's immigration counsel or compliance team. Do not agree to start before your CPT or OPT authorization is active. Also do not accept a delayed paycheck for work already performed only because the SSN card has not arrived.

What should you send HR if they say you cannot start without an SSN?

Use a short, factual message. Attach your work authorization evidence only through secure channels. Link to SSA and IRS pages so payroll can verify the rule directly.

Sample message to HR:
I am an F-1 student with active work authorization for this role. My CPT authorization is listed on my Form I-20, or my OPT EAD is valid from [date]. I have applied for a Social Security Number, or I am eligible to apply on [date]. SSA's Employer Responsibilities When Hiring Foreign Workers page states that employers may hire workers who have applied for an SSN but have not yet received it, and that W-2 reporting can be corrected after the SSN is issued. The IRS also states that SSN issuance delays do not invalidate otherwise lawful employment. Please let me know the secure process for recording my SSN as pending in payroll.

If the issue is an automated onboarding form, ask whether HR can bypass the SSN field until the number is issued. If the issue is E-Verify, HR should follow E-Verify procedures rather than asking you to enter a false number. If the issue is company policy, ask whether immigration counsel can review the SSA and IRS guidance.

Students should keep the tone calm and specific. HR staff may be following a checklist built for U.S. citizens and permanent residents. A link to the SSA employer page and the exact phrase Applied For often solves the issue faster than a long immigration explanation.

What mistakes delay SSN approval for OPT and CPT students?

Applying before the work authorization is active

CPT students who apply before the DSO issues the CPT I-20 may be turned away. OPT students who apply before the EAD start date may also face rejection or a return appointment. Wait until you have the right evidence and the right date.

Bringing an I-20 without the required CPT details

SSA POMS RM 10211.255, updated 12 Aug 2025, is specific about CPT evidence. The employment page of the Form I-20 should show employer name, location, start and end dates, and full-time or part-time training. If one of those fields is wrong, ask your DSO to correct the I-20 before visiting SSA.

Assuming only wet signatures count

The 12 Aug 2025 SSA POMS update confirms that electronic signatures, scanned signatures, and digitally reproduced physical signatures can be acceptable for CPT I-20 evidence. A local office may still ask questions, so bring a clean printout and your school's contact information.

Using an ITIN as a payroll substitute

An ITIN is for certain tax filing situations. It is not a work-authorized employee's SSN substitute for wage reporting. IRS Publication 15 for 2026 instructs employers to request an SSN and correct records when the SSN is available. If payroll asks for an ITIN because the SSN is pending, ask them to review the SSA pending-SSN W-2 instructions.

Letting payroll enter a fake number

Never provide a made-up number. A false SSN can create tax and identity problems. It can also raise questions about honesty in future immigration filings. Use Applied For, zeros where SSA permits electronic W-2 filing, or the payroll vendor's pending-SSN function.

Missing school-specific instructions

International offices often have local requirements because they know how nearby SSA offices handle student applications. UF's current F-1 SSN process uses a 30-day application window before employment or training starts. USC's SSN guidance lists offer letter details such as job title, hours per week, and supervisor contact. Follow your school's checklist even if SSA's national page is shorter.

What is a realistic SSN timeline for F-1 students?

SSA states on its Social Security card document page that cards are generally mailed within 14 days after SSA receives everything needed to process the application. For noncitizens, SSA may need to verify immigration documents with DHS. If that verification is delayed, SSA says it may take two additional weeks.

In practice, students should plan for three timeline layers. First, the school must issue the correct CPT or OPT documentation. Second, SSA must accept the application and verify status. Third, the physical card must arrive by mail. If your apartment mailbox is unreliable, fix that before applying. Your SSN card is sensitive identity information.

For a CPT internship starting on 1 June, a clean timeline might look like this:

  1. 15 April: receive written internship offer with employer name, location, job title, weekly hours, and dates.
  2. 20 April: submit CPT request to the DSO.
  3. 1 May: receive CPT I-20 with a 1 June start date.
  4. 2 May or later: apply for SSN if your school and local SSA office permit the application within 30 days of the start date.
  5. 1 June: start work if CPT authorization is active, even if SSN card is still pending.
  6. Mid to late June: provide SSN to payroll after the card arrives.

For post-completion OPT, a clean timeline might look like this:

  1. Receive EAD with valid-from date of 10 July.
  2. 10 July: become eligible to start OPT work if the job is otherwise compliant.
  3. 10 July or later: apply for SSN if you do not already have one and did not receive one through the I-765 process.
  4. Start date: complete I-9 with the employer using valid OPT evidence.
  5. After SSN arrives: update payroll and confirm any W-2 correction steps.

If your OPT is delayed, the SSN cannot solve the delay. Review Avisa's OPT denial and next steps guide if USCIS denies the EAD, or Avisa's OPT expiration options if your work authorization period is ending and the employer wants to keep you.

How do special situations affect SSN and payroll?

Unpaid internships

An SSN is tied to wages and payroll reporting. If an internship is truly unpaid and does not create wages, an SSN may not be required for payroll. The immigration question remains separate. F-1 students should still confirm whether unpaid work counts as employment, training, volunteering, or an internship under school and immigration rules. Some unpaid roles still require CPT or must meet OPT employment rules.

Remote work

Remote work does not remove SSN or payroll duties. If you are paid as an employee, the employer still needs wage reporting. For CPT, the location and employer listed on the I-20 should match the approved training arrangement. For OPT, remote work raises questions about supervision, relation to the degree, and address reporting. Avisa covers those issues in its remote work on OPT guide.

Multiple employers

CPT is employer-specific. A separate employer usually requires separate CPT authorization before work begins, and the SSN application should be based on valid work authorization. OPT can allow multiple qualifying jobs if each job meets OPT rules, but payroll for each employer needs the SSN once issued. If the SSN is pending, each employer may need to follow SSA's Applied For or electronic zeros process for W-2 reporting.

On-campus work before CPT or OPT

Many F-1 students first apply for an SSN through authorized on-campus employment. If you already have an SSN from campus work, you keep that number for life. You do not apply for a new SSN for CPT, OPT, H-1B, permanent residence, or a new job. You simply give the existing number to payroll through a secure process.

Name mismatch after passport changes

If your passport name, I-94 name, school record, and payroll name do not match, expect delays. Use the same name format across school records and SSA documents when possible. If you legally changed your name, bring the official name-change document and ask your DSO whether the SEVIS record should be updated before the SSA visit.

What is the best SSN checklist for CPT and OPT students?

Use this checklist before you promise HR that payroll will be ready by a specific date.

CPT SSN checklist

  • Confirm the internship or training qualifies under your school's CPT policy after the 24 Aug 2026 SEVP Broadcast Message 2608-02 guidance.
  • Get an offer letter with employer name, worksite or remote arrangement, job title, weekly hours, supervisor details, start date, and end date.
  • Receive the CPT-authorized I-20 from your DSO before the first day of work.
  • Check page 2 of the I-20 for employer name, location, dates, and full-time or part-time notation.
  • Apply for the SSN within your school's allowed window, commonly no more than 30 days before the CPT start date.
  • Tell payroll the SSN is pending and cite SSA's employer fact sheet if they ask to delay onboarding.

OPT SSN checklist

  • Wait for the OPT EAD approval and physical card.
  • Confirm the EAD valid-from date has arrived before working or applying in most cases.
  • Bring the EAD, OPT I-20, passport, I-94, and completed SS-5 to SSA.
  • Complete I-9 with the employer using acceptable OPT documents.
  • Ask payroll to mark the SSN as pending if the card has not arrived.
  • Provide the SSN after receipt and confirm W-2 correction steps if needed.

Students searching for employers that understand F-1 hiring should target teams with a history of visa support and structured HR processes. Avisa's visa-sponsored jobs by field and city can help you focus on employers more likely to understand OPT, CPT, and later H-1B planning.

What should F-1 students do next?

If you are on CPT, your next step is to confirm that the CPT I-20 is correct before the SSA visit. If you are on OPT, your next step is to confirm that the EAD start date has arrived and that payroll knows the SSN can be pending. The SSN card supports wage reporting, but your legal start date comes from the active CPT or OPT authorization.

Send HR the SSA employer fact sheet before a payroll problem becomes a missed paycheck. Use Applied For or the employer's pending-SSN procedure, provide the number securely when it arrives, and keep your school records, I-9 documents, and payroll profile consistent from the first day of work.
